This position is located in the Division of Resource Management at the National Mall and Memorial Parks in Washington, DC.  
Officially established in 1965, National Mall & Memorial Parks contains some of the oldest protected park lands in the National Park Service. The sprawling lands of the National Mall & Memorial Parks include the Mall, the public promenade extending from 3rd Street near the Capitol to 14th Street. The National Mall is the continuation of that space where congressionally authorized park icons, such as the Washington Monument, WWII and Lincoln Memorials stand. This historic expanse is the linear area between the Potomac River and Capital Reflecting Pool. In addition to the memorial core, the park includes some 156 reservations, circles, fountains and other open spaces, all of which serve as the nation’s front yard. Ford’s Theatre, The House where Lincoln died, Potomac Park, Hains Point and Pennsylvania Avenue NHS are also among the park managed areas that constitute National Mall & Memorial Parks.
The incumbent of this position will serve as principal advisor in the management of cultural resources and is responsible for program development and implementation may be responsible for management of seasonal employees, as well as interns and volunteers.  The expertise must be pertinent to the park's resources and themes.  
Management may select at any of the grade levels announced.
While the majority of work occurs in an office setting, the position may require occasional strenuous physical activity including periods of standing, walking, climbing, and lifting and carrying heavy objects. Some activity will occur in areas with inherent physical dangers, such as active construction sites, or in places with environmental hazards such as heat, cold, stinging insects, and poisonous plants.

The Cultural Resource Program Manager directs an intricate program of cultural resources management activities involving often sensitive and complex issues, represents the superintendent when working with others on resource stewardship issues and represents the park on National Park Service's regional Cultural Resources Advisory Team and similar organizations.
The incumbent will develop and maintain effective working relations with people, agencies, and organizations outside the National Park Service, including the District of Columbia Historic Preservation Officer. The incumbent will review projects and permits to assure protection of cultural resources and compliance with applicable federal laws.  They will review Environmental Impact Statements, Environmental Assessments, and Assessments of Effects to ensure compliance with federal resource management and other applicable laws and regulations.
Reviews, edits and/or writes cultural resources documents to include National Register Nominations, Determinations of Eligibility, Cultural Landscape Reports, Historic Structure Reports, among others. 
Perform program management duties by developing work plans and schedules, scopes of work, cost estimates and proposals and/or grants to justify funding requests and accomplish goals.  Develop and implement long-range plans for the inventory, evaluation, documentation, preservation, research, and interpretation of the park's cultural resources.  Negotiate cooperative and interagency agreements and other cooperative instruments needed to effectively carry out resource stewardship goals.
The incumbent also identifies research needs, prepares requests for proposals or statements of work, and provides oversight for research projects.  May serve as a Contracting Officer's Representative for contracted projects or Agreements Technical Representative for cooperative agreements; provides oversight for resources data management including service-wide database programs; designs, and develops tests, and implements scientific monitoring protocols to identify, evaluates and performs long-term monitoring of resource condition and protection. Develops scientifically credible preservation, mitigation, stabilization, and restoration projects needed to restore and/or maintain resource integrity; collects, analyzes, and synthesizes scientific information from research.
